I was playing as custom nation, the last viking country - Vinland in North America with Norwegian culture, Nordic religion and elective monarchy. I was surprised to find out that Norwegians were polish and called their nobility "szlachta". By default, custom nations in America will have the same tech as the surrounding natives, and you have to pay a heavy cost to start as western tech. You can adjust the ammount of points you have to create your custom nation by going to the options when you start a new game, which should make it easier if you want to start as a Western tech nation in America.
